October 4th, 2025 | Fargo Commercial Real Estate Update
Labor market data released last week shows hiring across the United States has fallen to its lowest levels since 2009, with economists relying on alternative indicators due to the ongoing government shutdown. While the national unemployment rate held steady near 4.34 percent in September, both hiring and layoff activity slowed, painting a picture of a cooling labor market.
National Data Shows Weakest Hiring Since The Financial Crisis
According to new data from the Chicago Federal Reserve, the hiring rate declined to 45.2 percent in September, while layoffs remained relatively stable at 2.1 percent. Outplacement firm Challenger, Gray & Christmas reported that layoff announcements dropped by 37 percent from August levels but noted that announced job cuts for the year are already 24 percent higher than all of 2024.

Hiring Plans Plunge Nationwide
Perhaps the most significant trend for business owners and investors is the steep decline in planned hirings. Nationally, hiring announcements have totaled just 204,939 so far in 2025, down 58 percent from the same period a year ago and the lowest level since 2009. Historically, similar periods of reduced hiring have coincided with recessions or major industry shifts such as automation.
Implications For Fargo Office And Retail Demand
For Fargo commercial real estate, weaker national hiring trends could limit demand for new office space as employers pause growth and expansion plans. Retail properties may also feel indirect effects, depending on how consumer spending responds to a cooling labor market.
Multifamily Sector Positioned To Absorb Pressure
On the other hand, multifamily property owners in Fargo could see continued strength. High 30-year residential mortgage rates have made homeownership less affordable, keeping many residents in the rental market. Even if hiring slows, demand for well-located apartments in Fargo remains stable, providing a buffer for investors in the multifamily sector.
Local Resilience In Fargo’s Labor Market
It is important to note that these are national statistics. Fargo’s labor market has historically shown resilience compared to broader U.S. trends, supported by steady industries like healthcare, education, and manufacturing. This stability helps maintain tenant demand across multiple commercial real estate sectors in the Fargo metro.
